Victoria 2 kaiserreich mods

This mod adds a decision for Germany to install Victoria Louise (Willhelm II's daughter) as the ruler of the German Puppet of France. I plan to add a unique focus tree as well, but I'm not too experienced at it and any help is welcome.

In Vanilla, although the original Victoria II starts in 1836, and allows the player to guide their selected country through 100 years of the Victorian era, the House Divided expansion pack which APD is based on allows an alternative start to the game in 1861 at the onset of the Civil War.
